The Project

Empower immigrants facing deportation and their attorneys to fight prolonged detention through habeas support, appellate advocacy, and a coordinated communications and advocacy campaign.

Data shows that, perversely, the longest average detention time is imposed on immigrants who win their cases: refugees, survivors of torture, and longtime lawful permanent residents whose American families depend on them for support. By combining strategic advocacy with impact litigation, technical assistance, and litigation support to line defenders and pro se immigrants, my project will empower immigrants to challenge unconstitutionally prolonged detention.

Fellowship Highlights

In the past two years, Anthony has:

  • Filed two amicus briefs with the Supreme Court to share the harms faced by immigrants in detention
  • Mentored attorneys and legal services organizations to challenge detention in federal courts
  • Wrote a manual on best practices in seeking release from immigration detention
  • Wrote model litigation materials for use in federal courts

What’s Next

Now that the Fellowship is complete, Anthony plans to:

  • Continue advocating for immigrants in detention as the Director of the Unaccompanied Minors Program at Catholic Charities New York, where he will oversee the provision of legal and social services to young people currently or formerly detained by the Office of Refugee Resettlement as unaccompanied minors.
